Memorial Wall Report: From Derrill: Randy met with the contractor (Teje) and after reviewing how the panels were attached to the concrete base, Teje felt that the panels would break instead of coming off cleanly. Clearly not the answer we wanted. I went back to Martel and after looking the monument over once more, they have suggested we apply new panels completely over the existing. They would ensure a common constructional view and not look like a patch job. Now I must go back to NCC. Richard Diagneault is no longer in the picture. I have asked his Director for a meeting and will bring a rep from Martel with me and Randy.
  4. A new coordinator for the Writing Contest has been found, replacing Pat Turcotte.
  5. Motion to move the responsibility for funding the Cross-Canada Writing Contest from Ontario to National:

    Be it resolved, that the funding of the cash prizes - currently $1,050 annually - for the Cross-Canada Writing Contest become part of the National budget. Carried.

  6. Discussion on whether HKVCA needs its own flag. Agreed that further discussion is needed. Will make a decision at our next meeting.

    From Derrill: I have been able to find a firm that can make the corrections for a “reasonable” cost, an which has NCC approval. They propose grinding down the panels with errors, polishing the surface, then re-engraving the corrected names. They are reluctant to remove the panels as they are uncertain as to how they are attached. So....
    The next step is to get the contractor that assembled the Memorial to remove the panels. Randy Wing is handling this and I expect to hear from him in the next few days. Once that is confirmed the following will be undertaken.
    • A final cost will be obtained. I have ascertained that this work qualifies for the VAC program to “repair” monuments. They will cover 50% of the cost.
    • BOD will be notified & approval sought. (must be done before end of February for off season pricing)
    • Apply for the VAC program grant.
    • The site will be transferred to the HKVCA.
    • A liability insurance policy will be needed while in our responsibility
    • those panels needing correction will be removed and transported to the mill & work performed.
    • Panels will be returned and attached.
    • site will be returned to NCC charge.
    • once warmer weather comes, those panels with minor corrections will be corrected on site.

    (Estimated cost is around $30K with 15K coming from VAC and 15K from HKVCA)

  6. Reminder that our legal name is Hong Kong Veterans Commemorative Association (there is no apostrophe at the end of the word "Veterans")
  7. Motion to convert the position of Treasurer from elected to appointed. Carried. By-Law change will be made.
